First check the Performance>Processor... Do you have DPC/Interrupt/Privileged Time high?

If you find high DPC..then you can try http://www.thesycon.de/eng/latency_check.shtml

You could also try to enable Windows Event Tracking in the options and check which processes uses Disk/Network access... or try to order processes by IO activity.. 

I have installed Norton 360 trial.... tamper protection is ON...but no warning message displayed.... any idea?

Can't reproduce...not enough information to make fix...
